Abstract

As reasons for interest in cultural policies differ from person to person, the means of involvement also varies. This paper focuses on the campaign for abolition of admission tax and analyses who and why citizen are interested in this issue of “cultural policy, ” admission tax. In this campaign, the volume of support increased through changes in principles of the movement that came to include discussions of values. Consequently, the scope of the campaign widened to cultural policy in general. As a movement by interested citizens trying to put their desires and suggestions into cultural policy, their activities have valuable implications.
