This paper aims to build passenger vehicle fuel consumption estimating model for impact analysis of changing car related tax on passenger vehicle fuel consumption. This model are consisted of 5 sub models-1) car ownership, 2) car usage, 3) average speed, 4) fuel efficiency, 5) transport infrastructure construction, considering feedback structure between car ownership and usage, and travel speed and fuel cost.
