The objective of this study is to analyze the decision factors to merging behavior at “Stop-and-go” merging sections. Firstly, the model is formulated by introducing four time parameters in decision process, and the factors of variance of time parameters and their relation with safety provisions are considered. Secondary, the field experiment of gap choice and information service is conducted at two merging sections. Finally, analysis of variance is applied to obtain the significant factors to time parameters.
